Bihar Gets to Be the First Indian State to Launch Mobile App-Based Voting
Bihar has made history by becoming the first state in India that started mobile app-based voting. This is one of the most significant milestones in the democratic evolution of the nation. The pilot initiative was launched in six urban local bodies during municipal elections. This pioneering initiative aims to facilitate the process of voting, especially for the ones who are having difficulties with traditional polling booths.
The rollout has been confirmed by Bihar State Election Commissioner Deepak Prasad by saying, "You do e-voting today (June 28, 2025) during the municipal polls across six councils three in Patna, and one each in Rohtas and East Champaran."
Targeted for Voters Facing Accessibility Hindrances
The new system will assist the elderly, differentially-abled people, pregnant women, migrant worker population, and people with serious illnesses. Commissioner Prasad shared that about 10,000 voters have already registered for e-voting, while 50,000 more would be expected to cast their votes without physically going to polling stations.
How Does E-Voting System Work
The digital voting platform is powered by cutting-edge technologies to ensure security, transparency, and integrity of the electoral process:
Blockchain Technology: each vote is securely recorded in a tamper-proof digital ledger.
Facial Recognition: Verifies voter identity at login and during vote casting.
OCR (Optical Character Recognition): helps to accurately read and count votes.
Audit Trails: Similar to VVPAT used with EVMs, providing a trackable voting trail.
Digital Locks: Add an extra layer of protection to EVM strongrooms used in parallel physical voting.
To prevent fraudulent usage and actual usage, here are some measures in place:
At most two voters ca register under a single mobile number.
Voter identity will have to match against official ID databases numbers.
Prasad emphasized that "we have put in place robust digital security protocols," saying that it is especially good for migrant voters and at-risk groups.
How to Register for Mobile Voting in Bihar
The State Election Commission has outlined the procedure to adopt simple steps to enable voters to take in mobile-based voting during easy access:
- Install e-SECBHR App: Currently available for users of Android.
- Validate Your Mobile Number: Should be consistent with that one of the voter registration.
- Vote: On polling day, you can use either:
- The official website of the State Election Commission, or
- Directly through the e-SECBHR mobile app.
Officials have made the interface user-friendly even for first time digital voters so that the maximum number of people could be encouraged to adopt it.
